The 3 modes basically change the RPM range for the gears, ECO will shift on lower RPMs and Power will lead the engine close to the red band and then upshift. The speed mentioned means in ECO mode you get upshift at 1500 RPM (example) while in POWER mode you get shift at

Long answer, B-Trains and other configurations that only have two pivot points are fairly straight forward, the exact configuration can make them easier or more difficult.
